Israel baut umstrittenes Teilstück der Sperranlage im Westjordanland - Bürgermeister von christlichem Palästinenserort Beit Jala verurteilt Vorgehen - Jerusalem – Israel hat mit dem Bau eines umstrittenen Teilstücks der Sperranlage im besetzen Westjordanland begonnen. Kräne brachten am Donnerstag am Rande des christlichen Palästinenserdorfs Beit Jala acht Meter hohe Betonblöcke in Stellung, wie ein AFP-Reporter berichtete. Bürgermeister Nicola Khamis verurteilte die Baumaßnahme durch Olivenhaine von Bauern aus Beit Jala als "illegale Landnahme".

"Ohne dieses Land werden alle Christen das Land verlassen", sagte Khamis. Durch die Sperranlage werde es unmöglich, das nahe Bethlehem gelegene Beit Jala zu erweitern. Die Einwohner befürchten, dass die Mauer stattdessen zum Ausbau der nahegelegenen israelischen Siedlungen Gilo und Har Gilo führen wird. >>>

In welcher Weise beeinflusst die israelische Interpretation des Holocaust die Politik dieses Staates gegenüber den Palästinensern? Diese Frage untersucht der Publizist Arn Strohmeyer in seinem neuen Buch: Erinnern – aber wie? Israel zwischen Holocaust-Gedenken und Besatzungsunrecht. Und er stellt die Frage: Findet die Erinnerung an dieses Mega-Verbrechen noch in angemessener Weise statt?

Textfeld: Der Holocaust war eines der furchtbarsten Verbrechen der Menschheitsgeschichte. Ihm fielen nicht nur über fünf Millionen Juden zum Opfer, sondern auch Millionen anderer Menschen, die in der Ideologie der Nationalsozialisten „unwertes Leben“ darstellten. In Deutschland spielt diese monströse Untat in der Politik und im Alltagsleben kaum noch eine Rolle, sie findet bestenfalls in Reden an Gedenktagen noch routinemäßige Erwähnung. Anders in Israel. Hier ist der Holocaust auf staatliches Betreiben hin tief in das Bewusstsein der Menschen eingedrungen, er bestimmt alle Bereiche des Lebens, er ist dort allgegenwärtig. Ja, er ist zu einem Teil der israelischen Identität geworden. Die israelische Politik ist auch nie davor zurückgeschreckt, den Holocaust als moralisches Kapital für die eigenen Interessen einzusetzen und ihn für das Erreichen politischer Ziele zu instrumentalisieren. So setzt Israel die deutsche Schuld ganz bewusst als Druckmittel gegenüber deutschen Regierungen ein. Israel rechtfertigt aber auch seine völkerrechtswidrige Besatzungs-, Landraub- und Siedlungspolitik gegenüber den Palästinensern und damit die massive Verletzung der Menschenrechte mit dem Holocaust. Damit begibt sich dieser Staat nicht nur in ein großes moralisches Dilemma, sondern er nimmt offenbar auch einen großen Verlust seiner moralischen Glaubwürdigkeit in Kauf. Eine solche Rechtfertigung seiner Politik stellt zugleich auch eine extreme Trivialisierung dieses Mega-Verbrechens dar. Der Autor kritisiert einen solchen unwürdigen Umgang mit den Toten des Holocaust und versucht eine Antwort auf die Frage zu geben: Wie können wir uns heute angemessen erinnern?

Eine entsprechende Absichtserklärung haben Ministerpräsident Torsten Albig (SPD) und Bildungsstaatssekretär Dirk Loßack in Jerusalem unterzeichnet. "Man muss immer wieder Geschichte erlebbar machen", sagte Albig. Sie sei keine Geschichte, die nur nur in Lehrbüchern auftauche: "Es ist wichtig, dass wir diese Emotionalität auch vermitteln." >>>

Israel refuses to release world’s youngest prisoner . - An Israeli court yesterday refused to release the world’s youngest prisoner, an 11-year-old Palestinian, describing him as a “terrorist”, Quds Press reported. The magistrates’ court ruled that Ali Alqam should be sent to a Ministry of Welfare supervised residence until his next birthday in under a year’s time.

Israeli website Ynet News reported the court saying that “this is the first time Israeli security faces a terrorist of this young age,” noting that police is unable to arrest or interrogate him because he is below the age of criminal liability, which is 12 in Israel.

According to the website, his parents would be able to visit him in the supervised residence.

“In a year, the magistrate court will hold another hearing on whether or not he needs to stay at the supervised residence, taking into account the evaluations of Ministry of Welfare officials,” Ynet News reported.

A hearing is due to be held on 18 April regarding Muawiya Alqam, 14, his lawyer Yousef Al-Haddad said. He added that Muawiya did not plan to kill anyone but rather to “beat” them.

Muawiya has refused to stay in the supervised residence opting to stay in prison and is now in Megiddo Prison. He said authorities are trying to take revenge on the families of these Palestinian child prisoners. >>>

On March 28th, Israeli Transportation and Intelligence Minister Yisrael Katz’s called for "targeted civil eliminations" of Boycott, Divestment and Sanctions (BDS) leaders, specifically mentioning Boycott National Committee founder and leader Omar Barghouti by name. This comes against a backdrop of numerous threats and attacks including:

Israeli government and right-wing settler incitement has been building for a while and unfortunately we know that these are not empty threats. In May 2015, ultra-nationalist extreme right-wing politician Ayelet Shaked, who in 2014 called for a war on the entire Palestinian population “including its elderly and women,” was appointed as Israel’s Justice Minister. In July 2015, settlers firebombed the two homes in the West Bank village of Duma killing 18-month old Ali Dawabsheh and both of his parents, leaving his 5-year old Amad Dawabsheh who survived the attack, an orphan. A few weeks ago, in March 2016, the house of a key witness in the Duma case was set ablaze in an arson attack.

Israel is the top recipient of US military assistance - receiving 3.1 billion dollars annually. This aid package, set to expire in 2017, is currently being renegotiated and the Obama administration is offering $40 billion dollars over the next ten years.  Now more than ever it is necessary and urgent for the State Department to take a clear stand to protect the safety of Palestinian human rights defenders in accordance with the United Nations Declaration of Human Rights Defenders.

Dear Secretary Kerry,

We call on the US State Department to make a public statement upholding the rights of peaceful Palestinian and Israeli human rights defenders in accordance with the United Nations Declaration of Human Rights Defenders. Recent threats against Palestinian and Israeli human rights defenders have included such things as:

•Israeli Transportation and Intelligence Minister Yisrael Katz’s calling for "targeted civil eliminations"of Boycott, Divestment and Sanctions (BDS) leaders, specifically mentioning by name Boycott National Committee member Omar Barghouti.

•Death threats against the Palestinian activist Emad abu-Shamsiyah,who filmed the March 2016 extrajudicial killing of a wounded Palestinian suspect Abed al-Fattah Yusri al-Sharif.

•Ongoing attempts to shut down Breaking the Silence, an organization for Israeli veterans that publishes testimonies of Israeli soldiers who have witnessed war crimes.

•Ongoing death threats, unwarranted arrests, and attempts to shut down the work of Hebron-based Palestinian nonviolent activist Issa Amro.

These are not empty threats: there was an arson attack on the home of a key Palestinian witness in last year's Duma arson attack case, which killed a Palestinian mother and father and their 18-month old son.

The safety of witnesses, whistleblowers, and nonviolent activists must be protected, as well as the right to freedom of expression and peaceful protest. Because Israel is the top recipient of US military assistance–– $3.1 billion dollars annually approved by the State Department–– it is incumbent upon the State Department to closely monitor and respond to the human rights situation in Israel/Palestine.

To this aim we call on the US State Department to make clear to its counterparts in Israel, in a written public statement, that the Obama Administration expects the Israeli government to preserve the safety and uphold the rights of Palestinian and Israeli human rights defenders. Incitement to violence against human rights defenders must not be countenanced, whether coming from Israeli government officials or lawless right-wing settlers.

In a press release published July of 2015, Commander of the Southern Command, Maj. Gen. Sami Turgeman, announced a new policy intended to reduce entry into the Gaza by Israeli civilians, thereby further undermining the already limited ability of thousands of Palestinian citizens of Israel to see their relatives who live in the Strip.

The decision came about after it was made public that two Israeli citizens had recently disappeared in the Strip, as well as the “security situation in the Gaza Strip.” The policy was said to be temporary and that Israeli citizens would still be able to obtain permits to enter the Gaza Strip in specific cases, as per humanitarian need. This expression is code for a situation in which people may ask for a permit only if a relative is dying, has died, or is getting married. >>>

Israel reopens Hebron road after 5 months of closure -  The Israeli authorities on Thursday reopened a road in eastern Hebron city, five months after it was first sealed as part of severe Israeli restrictions on Palestinian movement in the divided city.

The head of the Palestinian military liaison, Col. Muhammad Eteiwi, said in a statement that after pressuring the Israeli authorities, his team had been able to secure the opening of the road leading to the Shuhada al-Haram School in the Jabal Jawhar area of Hebron's H2 zone.

The road was sealed with dirt mounds more than five months ago amid severe Israeli security measures, the statement said. It noted that it had been previously reopened for a month before being sealed again.

A spokesperson for the Hebron activist group Youth Against Settlements told Ma'an that residents of Hebron face some 100 obstacles to movement in the town, and many other streets that remain closed are more important than the road reopened Thursday. He added that the closures amount to the "collective punishment" of Palestinians in Hebron. >>>

Israel's top court to discuss release of Palestinian bodies - The Israeli Supreme Court has set April 18 for a hearing to consider an appeal launched by Palestinian families seeking the return of their relatives' withheld bodies.

Muhammad Mahmoud, a lawyer with Palestinian prisoners' rights group Addameer, said he would use the hearing to press Israel's public prosecution to give a specific date for the bodies' release.

Last October, the Israel government began a policy of withholding the bodies of alleged attackers, in what rights groups decried as collective punishment of their families.

The policy was largely reversed in December, following concerns from Israel's security establishment that it was only further stoking tensions, although a number of bodies from the Jerusalem area continue to be held.

Last month, senior PLO official Saeb Erekat urged the international community to pressure Israel to release the bodies, saying: "Israel's collective punishments are now being carried out against the living and the dead." >>>
